Funding a shuttle bus

The money usually comes from one of five places. Here is how each works, including the one that means you probably shouldn't buy from us.

1. Federal Section 5310 funds — and why Pennsylvania buyers usually can't spend them with a dealer

FTA's Section 5310 program (Enhanced Mobility of Seniors and Individuals with Disabilities) funds vehicles for "private nonprofit organizations, state or local government authorities, and operators of public transportation," at up to 80 percent federal share for capital. Funds go to the states and designated recipients, who pass them to subrecipients; in rural areas the state DOT administers them. Buses, vans, wheelchair lifts and ramps are eligible.

The catch for Pennsylvania. PennDOT runs a statewide cutaway vehicle purchase program for its Section 5310 and 5311 subrecipients, administered by the Susquehanna Regional Transportation Authority, with vendors already awarded by vehicle type. If your vehicle is 5310-funded through PennDOT, you will almost certainly be directed to buy it through that program, not from us — and we will tell you so on the first call rather than quote a bus you can't buy. Where we can help 5310 recipients: the local-match vehicle bought outside the program, pre-owned units, trade-ins, and the buses a community or provider buys with its own money alongside the funded one. Other states (Maryland, New Jersey, Delaware) run their own 5310 procurement rules; ask your state program office which vendors are approved before you plan on any dealer.

2. Your own capital budget — bought tax-exempt

Pennsylvania exempts purchases by charitable, religious and educational organizations, government bodies and several other categories from sales and use tax. For a vehicle, the exemption is claimed on the PennDOT title and registration application (form MV-1 or MV-4ST) with the organization's exemption number; the REV-1220 exemption certificate used for ordinary purchases is not used for vehicle registration. We prepare the title paperwork with your exemption on it. Buyers titled in other states follow their own state's process, which we handle on the quote.

3. Tax-exempt lease-purchase

When the capital budget is committed, a tax-exempt lease-purchase lets a nonprofit or municipality pay for the bus over several fiscal years from operating funds, with ownership at the end. Payments are typically set to the organization's fiscal year and approval cycle. We arrange these through lenders that work with nonprofits and public bodies; the proposal shows the payment, the term and the total cost so a board can compare it with paying cash.

4. Commercial financing and leasing for operators

NEMT companies, hotels, private schools and other businesses finance buses like any commercial vehicle: a term loan or a lease with a payment matched to cash flow, including for newer operators with a contract in hand. Section 179 expensing and bonus depreciation may apply to vehicles used in a business; the rules and limits change and depend on the vehicle's weight and use, so this is a question for your accountant, and IRS Publication 946 is the primary source.

5. Grants, foundations and capital campaigns

Community foundations, hospital-system community-benefit programs, county aging offices and denominational bodies fund vehicles for nonprofits from time to time, usually on their own cycles and with a written quote required. We provide a quote formatted for a grant application, with the floor plan and warranty summary attached, and hold pricing for the stated period. Clean-vehicle and electric-bus incentive programs at the state and utility level come and go; ask us what is open when you're ready and we'll tell you what we can verify.

What we ask on the first call: who is paying, whether any federal or state program money is involved, your fiscal year, and who has to approve. Those four answers decide whether we can sell you the bus and how the quote should be written.

Tell us who's paying and when the fiscal year ends.

We'll say plainly whether we can sell you the bus, and quote it the way your approver needs to see it.
